Corona pandemic causes problems for the Rhineland-Palatinate state parliament
The Rhineland-Palatinate state parliament has been faced with a difficult task as a result of the Corona pandemic: How could plenary and committee meetings continue? Face-to-face meetings were not feasible, yet the state parliament had to make the meetings available. The requirements for a solution were many-sided, because especially for such a series of live events, much more is needed: A landing page with all the important info, an archive, speaker:inside introductions, Q&As and much more - everything had to be united in one place and accessible to the public as well as intuitive to use.

Solution
The KEMWEB modular system
In the course of finding a solution, we collected all the requirements together with the Rhineland-Palatinate state parliament and then developed a modular system for the live event series to match. This interdisciplinary - production, development, project management and so on - modular system enables us to provide all-round, worry-free support. The individual modules can be flexibly expanded and adapted to individual requirements.
Result
More than just a livestream
Thanks to this individually expandable modular system, we are able to provide a microsite for the Rhineland-Palatinate state parliament and the livestream of around 70 plenary and committee meetings on the World Wide Web. The microsite is based on a modular principle and includes practical, customizable features such as a livestream calendar, announcement of upcoming broadcasts, the web player or the archive - which is only accessible to the state parliament and includes the videos indefinitely as re-stream.
To ensure a smooth stream, we provide a streaming infrastructure that can be served by a live signal from the Landtag as well as GoToMeeting, distributed on up to 3 platforms. Inclusion and barrier-free use is ensured by the possibility of integrating live subtitles and sign language. Our team takes care of the direction and remote monitoring of every single meeting. The provision of all recordings within one hour after the end of the stream in the public archive is guaranteed by our live editing - whether it is the entire plenary session or the provision of up to 200 individual speeches. This package is rounded off by our servers and storage capacities, which are essential for operating the archive.
The experience gained from this project has resulted in a product that continues to grow with the demands of our clientele.
